Heptic Feedback during Unlock swipe

I have the Heptic feedback turned off in the Settings, yet it still vibrates using the Unlock swipe. How can that be turned off?

Unfortunately, this cannot be disabled without installing an app (WidgetLocker does this). I think this may be an issue with the OS and not with any particular phone.
This can possibly be done if you root and install a custom rom that has it disabled. I don't know which roms, if any, do this though.
